Classification of general-purpose AI models as general-purpose AI models with systemic risk
What it means
A general-purpose model has systemic risk if it has high-impact capabilities, presumed when training compute exceeds 10^25 floating-point operations, or if the Commission designates it using the Annex XIII criteria.
