Criteria for the designation of general-purpose AI models with systemic risk referred to in Article 51

The criteria the Commission uses to designate systemic risk: number of parameters, dataset quality and size, training compute, input and output modalities, benchmark capabilities, market reach (presumed at 10,000 registered EU business users) and number of end users.
